CPA Wants You!
Legislators
Encouraged to Apply to Prestigious Leadership Program
It’s that time of year again. The recruitment of CPA’s 2001 class of
Flemming Fellows is underway.
The Flemming Fellows Program
The Flemming Fellows Leadership Institute provides unique
values-based training for state legislators. By building new relationships based on
shared values and goals, Flemming Fellows are able to forge consensus-based
progressive solutions to our country’s most difficult policy problems. Over 250
legislators have graduated from the Flemming training and provide powerful testimony to
its effect on their legislative success. Many of the Fellows hold key
leadership positions in their states; many are moving to higher office and even to
the national stage. Each year, a class of
35
rising state legislators are chosen.
How the
Institute Works
The Institute’s annual program includes two weekend retreats over
the course of six months. The class of 2001 will have its first retreat
January 4-7, 2001 in the Southwest. The second retreat will be held in the Washington
D.C. area, beginning with CPA’s Annual Awards and
25th Anniversary Celebration Dinner on
Thursday, June 21, 2001. Fellows are also invited to participate
in events in their region and CPA’s annual Summit on the States in December.
Apply Now for
This Unique Opportunity
The Flemming Fellows Institute encourages applications from elected
state officials across the United States who are early in their tenure (not more
than six years in current office). Legislators serving in term-limited states are
also encouraged to apply. Term-limited applicants may not have served more than
three years in their current position.
Candidates should demonstrate a high level of connection to their
communities, possess leadership skills, believe in
the positive power of government, and be committed to public service.
Both self-nominations and third-party nominations are accepted.

Pulitzer Prize winning
Washington Post columnist David S. Broder, calls the Flemming Fellows “political
spirit-lifters” who are “focused on doing things that make a difference in
people’s lives.”
“Flemming provides a practical guide to leadership and
tools for self-examination. We learned that we can speak to one another across
our differences and reach solutions to our common problems.”
– Senator William Aniskovich (CT)(Flemming Fellow 99)
“The Flemming Fellows Institute is food for the
pragmatist’s soul – operating instructions for idealists.”
– Assemblyman Kevin Cahill (NY)(Flemming Fellow 2000)
” I would describe the program as a win-win, because it
teaches you the fundamentals of doing a job well, how to rise again after
defeat, how to be courageous in upholding your values when they clash with
others, how to work with all kinds of personalities and people, and how to be
diverse in your thinking and actions.”
–Rep. Sara Thomas (MS) (Flemming Fellow 2000)
