"Building Leadership for the Future"

CPA’s Fifth Annual Awards Celebration Honors Gore, Campbell, Holden, Morella and the 1996 Class of Flemming Fellows

During his lifetime, former CPA Board Member and Presidential Medal of Honor winner Arthur S. Flemming served in four presidential administrations, three college presidencies and countless other wide-ranging positions. In all of them, he built a reputation for public service in the public interest. CPA’s May 29, 1997 Awards Celebration honored Arthur Flemming’s legacy of just and responsive government in a new generation of policy and elected leaders.
Hundreds of corporate leaders, state, federal and local government officials, union representatives and foundation leaders gathered in Washington, DC to honor those policy leaders who have implemented successful, innovative problem-solving strategies to combat today’s most intractable challenges.
Honored leaders included Vice President Al Gore, Atlanta Mayor Bill Campbell, Missouri Treasurer Bob Holden and U.S. Representative Connie Morella, all of whom distinguished themselves through their quests to build more responsive governments. Also recognized was the third class of Flemming Fellows, a group of 35 first- or second-term state elected officials who completed a year-long series of governance and values-based decision-making workshops.
Vice President Gore, who said, CPA is "the premier progressive think tank in America today" received the Arthur S. Flemming Leadership Award, has worked on many fronts to rebuild and revitalize America’s inner cities and rural areas and to strengthen America’s families. His "Re-inventing Government" initiative has produced hundreds of recommendations and reforms to improve the federal government and save taxpayers money.
This year’s Pathfinder Award recipients, Campbell, Holden and Morella, also were recognized for their commitment to sound public policy and leadership in finding innovative solutions to today’s most intractable challenges. Mayor Campbell guided Atlanta to being one of only six U.S. cities to be designated as Federal Empowerment Zones, spurring investment and development in the inner city. Treasurer Holden, a 1994 Flemming Fellow, has built innovative partnerships with communities and private industry to create jobs and generate employment opportunities for young adults in the urban core. He has helped develop more affordable housing in Missouri and has assembled one of the most diverse Treasury staffs in Missouri history. Rep. Morella has been a longtime champion of women’s economic equity and health, and works to fight domestic violence and support AIDS research for women.
